Kathy Kirk-Johnson is Executive Vice President and General Counsel for Horizon. Mrs. Johnson is also a member of the Operating and Investment Committees. She oversees all of the company’s legal and risk management matters related to land acquisitions, private placement capital, debt and equity financial documents and city and state financial procurement resources functions for the company.
Prior to joining Horizon, Mrs. Johnson was an Assistant City Attorney for the City of Memphis’ civil litigation team and Legal Counsel to Human Resources Division, Pension board and Prevailing Wage Board.. Prior to joining the City of Memphis, Mrs. Johnson was an Assistant Attorney for the Shelby County’s Attorney Office in the contracts administration division. She managed Compliance matters, Purchasing, and the Division of Community Services. Her duties included the negotiation, review and revision of contracts and advising assigned departments on contract and purchasing issues.
Mrs. Johnson is a Former Commissioner and currently serves on the board of Jack and Jill of America, Inc., Next Step, Incorporated and Board of Directors for the City University Charter School. Mrs. Johnson attended Clark University for her undergraduate work and she received her J.D. from the University of Memphis.
